RGW Must Be Checked on the Permit
Most road-registered roll-off and waste trucks operate on heavy chassis and commonly have an RGW above 4,500 kg. Operators should confirm the Registered Gross Weight shown on the vehicle permit rather than relying on vehicle size or the weight of the current load. RGW is a registration figure — not the momentary weight of a container or compacted waste.
When Is Testing Required?
DriveON emissions triggers
A heavy-duty diesel commercial motor vehicle with RGW over 4,500 kg needs an emissions test when it is being registered by a new owner and the vehicle is older than the current model year, or when it is at least 7 model years old and the plate sticker is being renewed.
Opacity Limits by Model Year
A truck's duty cycle does not determine whether it passes. Compliance is determined by the applicable DriveON inspection procedure and opacity limit for that model year.
Ontario opacity limits (heavy diesel)
- 1990 and older, not a school bus: 40%
- 1990 and older, school bus: 30%
- 1991–2007: 30%
- 2008–2010: 20%
- 2011 and newer (from July 1, 2023): 10%
Preparing a Roll-Off Truck for Testing
- Confirm RGW on the permit before assuming the heavy-duty emissions test applies
- Make the exhaust outlet accessible for approved opacity-testing equipment
- Allow normal operating temperature before the snap-acceleration procedure
- Keep the test area clear of people and obstacles during the inspection
